I'm going to try to get more specific information about
Portland, but here's some general info.
Many batei din make it a requirement for conversion that a
child should attend a Jewish day school. (This is obviously
not a halakhic requirement for gerut -- it's a requirement
that the beit din places on accepting the conversion
candidate.) I doubt this is going to be an insurmountable
obstacle, but you should go in prepared for this possibility.

There is a small, Orthodox adoption list that might be helpful to you.
Several of the families on that list have done interracial adoptions and
several are homeschooling, but I don't know if any have done both. If

Israel has been dealing with Arabs for 60 years as an organized state. The majority of its citizens come (or their near-ancestors did) from Arabic-speaking countries. To say that Israel does not understand Islam (and the resulting politics) is in my opinion mistaken.
We could discuss the various reasons, political, spiritual, and economic, for Israel's current situation. BUt there are many other fora for this that would be more appropriate.
