I only have a suggestion if you are willing to go secular. When my DS was almost two he was "Bob the Builder" for Halloween. He wore his own red shirt (Bob wears one with yellow and red squares, but I usually don't do details that cost money) his own overalls and boots. Around his waist he wore a "tool belt" of velcro holding all his plastic tools.
