1. Are tzitzis generally worn in lieu of an undershirt? If not, do they go over or under the undershirt?
2. Do you generally wash tzitzis after every wearing (as is my custom with other garments my son wears)? [...]

this last phrase could possibly be misunderstood. don't unravel the knots that the tzitzit come tied in!
also, for washing, the best method I have discovered is to gather all four corners of the garment and stuff all the tzitzit into one sock, tie the sock into a knot around itself so the tzitzit won't come out of the sock, and then put it in the clothes washer like [...]

There are coton/poly blends, mesh, wool and cotton knit (Neat Tzit)=2E
If you wear the cotton knit, it's in lieu of an undershirt, and needs regular washings, otherwise :(=2E
All others are worn over the undershirt, and need to be laundered weekly=2E
If you live in a hot climate, the mesh and knits are very popular=2E [...]

Another good tip is to apply "fray check" to the knots and ends of the Tzitzit, and it won't ever unravel=2E

Fray Check is a clear, glue type substance that prevents fabrics from fraying. Maybe there are other names for this product. [...]
