The Mitzvos of Nesachim (libations) and Challah follow the Parshas Meraglim (story of the spies) in Parshas Shelach. Chazal asked what is the connection between these sections of the Parsha. Rashi and the Ramban point out that these two Parshios were intended to console the people and to reaffirm that HaShem will eventually bring them into the promised land despite the decree of wandering the desert for 40 years.
