Why is "uvvinyan" a sh'va nach? Doesn't the "two identical letters in a row" rule override the "sh'va meracheif" in all cases? [...]

No, hallelu is a plural imperative which is formally masculine, while "Yah" is effectively a shortened version of YHWH, and the dot in the final letter _he_ indicates that this is a true consonantal -h, and not a weakened -t or -y ending... He-mappiq is only associated with the feminine in the 3d. fem. sg. possessive pronoun attached to singular nouns, which this isn't.
